Regional ZAGS Offices Become More Accessible

According to Elena Privalova, the main specialist for information support of the ZAGS Agency in Krasnoyskaia Krai, the decision to open the cabinet was made based on an analysis of visitation:

"There have always been heavy foot traffic in the Sakhalin District's office. Observing a significant number of signed documents, we realized the need to open additional kiosks to reduce the number of people in line and make service more comfortable."

"Residents of Solnechnoy have long requested the opportunity to receive ZAGS services. The district has its infrastructure, and having a dedicated office - it's extremely convenient for local residents," stated Lyudmila Rabinina, head of the ZAGS office in the Sakhalin District of Krasnoyskaia. "Currently, we offer services such as registration of birth and death, marriage and divorce, document reissues, and certificates in Solnechnoy. The Family and Maternity Center is located nearby, so many can also get any missing documents by coming to us to resolve other life issues."

In the future, the registrars hope a dedicated Solnechnoy branch will open.

"Of course, we would love to see a full-fledged branch built in the district, with a spacious building and a convenient parking area, for the convenience of local residents," commented Lyudmila Rabinina.

The main services of ZAGS have only recently become available in Solnechnoy, but the popular staff-favorite service of registering children, has already been available online since 2023 through the network of regional offices - in maternity hospitals in the city and the region.

The first "remote" ZAGS office opened in 2023 at the Perinatal Center of Krasnoyskaia. "This was the first experience, which immediately demonstrated the popularity of the online newborn registration service. As a result, a dozen such kiosks have been opened since then. This result comes from the joint work of the regional Ministry of Health and the ZAGS Agency as part of the federal project "Государство для людей" (State for People)" - explained Elena Privalova.

The ZAGS kiosks operate in all maternity hospitals in Krasnoyskaia, in addition to which, in the medical centers of support cities such as Achninsk, Kansk, Minusinsk, Yeniseisisk, Lesosibirsk, and Norilsk. The mothers of babies are happy to use this opportunity to obtain their child's first document — the birth certificate, and today, more than 80% of all newborns leave the maternity ward already with their first document.

"The service is very popular with mothers. They appreciate saving time, not having to travel elsewhere after leaving the maternity ward, and being able to relax at home with their baby," notes the agency specialist.

Interestingly, registering a newborn can be done at the maternity ward even if the parents are not married; in such cases, the father is invited to the 'medical' ZAGS office for the registration and establishment of paternity by mutual agreement.

Registering children at the maternity ward is also beneficial for the offices of ZAGS because it helps to form an up-to-date database of newborns, allowing for the planning of social programs and the development of targeted support measures for families with children[1]. The Krai's ZAGS Agency plans to expand the range of available services in medical institutions[5].

In ordinary district ZAGS offices, efforts are made to increase the convenience for visitors. For example, the ZAGS office in Krasnoyskaia's Central and Railway District on ul. Lenina, 97 has extended its operating hours to accommodate citizens better. Now, attendants are welcomed from 8:00 AM to 8:00 PM every Tuesday without a lunch break[5].

Svetlana Palchkova, head of the department, explained the decision:

"We made this decision to be closer to people, to make it easier for them to take time off work, allows for better scheduling of their day, and register themselves and their loved ones during convenient hours, such as during lunch or after work."

The changes mentioned here are the beginning. According to the project "Государство для людей" (State for People), the focus shifts from paperwork to the interests of people. Services will increasingly adapt to the needs and abilities of Krasnoyskaia's residents, and a significant portion will be provided electronically, without formalities and institute-hopping – exactly the kind of relationship modern people expect from the government[1][5].
