Parking users in Yaroslavl are instructed on the utilization of paid parking systems
Russia is set to implement paid street parking in various regions, starting from 2025, as part of a broader initiative to optimise urban parking, reduce traffic congestion, and promote sustainable urban mobility. The move aligns with global trends towards digitized and dynamic parking management.
The new parking system will feature innovative technology such as parking meter apps, geolocation services, license plate recognition, and app-based enforcement for seamless payment and enforcement. The implementation will be preceded by trial periods in select regions, allowing adjustments to tariffs and enforcement plans based on user feedback and operational data.
Pricing for the new parking system will vary by municipality and parking space occupancy. In Yaroslavl, for instance, a zone near a residential building in the regional capital will cost 80 rubles per hour if it's half empty. The government has also announced a maximum tariff for street parking in the region.
The Regional Center for Road Traffic Organization has developed rules for creating and operating paid parking lots throughout the region. All information about the new parking system will be available on a single portal and in a mobile application.
The process of creating paid parking lots will expand to Rybinsk, Rostov Veliky, and Pereslavl-Zalessky. In Yaroslavl and Uglich, procurement for some types of work has already begun.
Artem Ushakov, a local official, has suggested using tow trucks to enforce the new parking rules, similar to the system in Yalta. He also advocates for a trial period to allow people to get used to the new system and for measures to prevent misuse.
The money collected from parking fees will go towards maintaining, repairing, and building roads in the districts. The lack of parking regulation in cities like Yaroslavl has led to overcrowded sidewalks and lawns, making it difficult for pedestrians.
In cities like Kazan and Nizhny Novgorod, tourists can easily find parking spots due to the paid parking system. However, free parking in cities of the region will soon be a thing of the past, as parking near offices, sports complexes, and residential buildings will cost different amounts.
