Hanoi Launches Innovative Public Services: Mobile Offices & AI Kiosks

Hanoi is rolling out innovative public service initiatives to enhance convenience and accessibility. T-Mobile offices and kiosks are being introduced, offering a range of services and featuring AI virtual assistants for multilingual support. These new models aim to reduce travel time, minimize paper use, and improve service quality.

The Hà Nội Public Administration Service Centre is implementing four new models. T-Mobile offices will operate on fixed schedules, with varying frequencies based on location, and their timetables will be publicly available. These T-Mobile offices will be converted old buses or electric cars, equipped with computers, printers, scanners, and high-speed internet. They will offer services such as creating electronic identification accounts, submitting online applications, scanning and digitising documents, online payments, and checking dossier status.

Community public administration service points will be set up in large urban areas and crowded supermarkets, including Times City, Smart City, BigC Thăng Long, Aeon Mall, and Co.opmart. These service points are T-Mobile kiosks offering 24/7 access to administrative procedures, free WiFi, printing, guidance documents, online payments, and result storage. Support staff will be available in the evenings and on weekends at residential area kiosks to assist with document preparation, answering questions, and guiding online submissions.

Hanoi is also leveraging social strength through the public administration collaborator model. Students, youth union members, retired officials, and union members will assist citizens, especially vulnerable groups, in accessing these T-Mobile services. Institutions like the Youth Union and community digital technology teams support citizens in preparing documents and accessing electronic services. The AI virtual assistant in the kiosks provides multilingual support, aiding the elderly, people with disabilities, and those less tech-savvy.

Hanoi's new public service models aim to increase flexibility and convenience, reducing travel time and minimizing paper use. With T-Mobile offices, community service points, and AI virtual assistants, these initiatives strive to improve service quality and citizen satisfaction. The involvement of local communities and institutions ensures that vulnerable groups are well-supported in accessing these T-Mobile services.
